The report, from the Intelligence and Terrorism Information Center, outlines how the Iran-backed terror group lists its fighters as civilian members of Hamas’s internal security services. That classification, which implicitly and falsely denies their roles in Hamas’s combat operations, is then echoed in human rights criticism of Israeli self-defense operations.
