An “agreement for a framework for a final agreement” between Iran and the P5+1 global powers has been agreed upon, in the words of the German Foreign Ministry, and will be announced in a press conference shortly. The parties plan on finalizing an agreement by June 30, the deadline of the interim Joint Plan of Action, which was first implemented in November 2013.
Iran and the United States are reportedly in dispute about how much of the agreement should be public, with Iran preferring that less be made public and the U.S. demanding significant public disclosure in order to convince Congress that it has made progress in the nuclear talks.
A reporter from the Iranian state-run Tasnim News Agency claimed that an agreement will last ten years, will allow more than 6,000 centrifuges to continue operating in the research facilities in Natanz and Fordow, and will continue to allow the research and development of advanced centrifuges.
The Associated Press first reported on Tuesday that the two sides had hoped to issue a “general statement” by midnight that night that would be accompanied by more detailed documents that would also include differences between the negotiating parties. When no agreement could be made on an announcement, State Department spokeswoman Marie Harf said, “We’ve made enough progress in the last days to merit staying until Wednesday. There are several difficult issues still remaining.” The administration announced later that day there would be a second extension.
